ZCCM-IH Begins Kikonge Mine Access Roads in Mufumbwe as Zambia Cracks Down on Illegal Mining and Strengthens Artisanal Sector

ZCCM Investments Holdings (ZCCM-IH) is set to commence construction of access roads at Kikonge Mine in Mufumbwe District, marking a significant step in the Government’s efforts to formalise artisanal and small-scale mining (ASM) and restore order in the area.

Minister of Mines and Minerals Development, Paul Kabuswe, said the development underscores the Government’s commitment to structured, transparent and regulated mining operations, particularly in areas affected by illegal mining.

Kabuswe warned that unlawful mining activities in Mufumbwe have contributed to the emergence of small militia groups, describing the situation as alarming and a potential threat to national security.

“Illegal mining poses a serious security risk to our country. The rise of militia groups in Mufumbwe is deeply concerning. Government is resolute in restoring order and ensuring that all mining activities are conducted within the confines of the law,” he said.

The Minister emphasised that formalising the artisanal mining sector remains the most sustainable strategy for curbing illegal operations.

He cited Ghana as a reference point, noting that the country significantly increased gold revenues after integrating artisanal miners into the formal economy and establishing a national gold board to oversee the sector.

Kabuswe further disclosed that Government has trained 470 mining cooperatives across two sites in Mufumbwe and Mpika, collectively representing approximately 47,000 individuals.

The training programme focuses on responsible mining practices, environmental stewardship, occupational health and safety compliance, and value addition to mineral products.

He reaffirmed the Government’s commitment to protecting lives, preserving the environment and ensuring that Zambia’s mineral resources are harnessed sustainably and equitably for the benefit of all citizens.
